Which oral steroid are you asking about? Winstrol? Oral vs. injected winstrol are both liver-toxic, though injected it's somewhat less toxic.
Any steroid in a liquid suspension is either liver toxic if it is a-17 alkylated or it is pointlessly suspended for oral consumption. Some that are oral have less toxicity, but no more potent than if they were in pill form. However, the alkylated forms are no more hepatotoxic than hard booze IMO.

A steroid "pointlessly suspended for oral consumption" will be liver toxic if it is a 17-alpha-alkylated steroid, but not if it isn't. For example, if you drink testosterone suspension, that should not be liver toxic, but it would also have no anabolic effect at all because the steroid molecule would be destroyed in the digestive system.
